Implementation of DN & GPN Nursing ServiceEducation and Career Framework

On October 27 2015 Health Education England published the District Nursing and General Practice Nursing Service Education and Career Framework which aims to develop a consistent approach to ensuring that district and general practice nursing teams are equipped to deliver health outcomes now and in the future.

The framework supports the work of those practitioners,commissioners, employers, educationalists, workforce planners, policy makers, regulators, indemnifiers and strategists,, while giving a wider greater understanding of these nursing services to patients and service users.  

Set against the backdrop of huge changes within the NHS and the call for new care models from policies such as ‘Transforming Primary Care: Safe, proactive, personalised care for those who need it most’ (DH, April 2014) the ‘Five Year Forward View’ (NHSE, 2014) having the ‘right numbers, with the right skills, values and behaviours, at the right time and place’ and Shape of Caring: A Review of the Future Education and Training of Registered Nurses and Care Assistants (HEE, 2014), it is a landmark document that is designed to support both the standardisation of the inherent roles and the knowledge, skills and competence required to deliver patient outcomes

The document sets out the shared district and practice nursing core competencies, the role specific competency requirements, suggests how the roles may be combined to deliver commissioning outcomes and how transfer from secondary to primary/community nursing may be enabled.

This WeNurses Tweetchat, in collaboration with Health Education England,aims to explore how these frameworks can be implemented; how we can adopt and use the frameworks to standardise roles; set out expectations and allow nurses to develop their careers by outlining the skills they need to progress.

What can we do to share the frameworks, help people to understand them and what practical steps we can take to embed the frameworks into practice? We will also explore the barriers to implementation and how we can overcome these both at an organizational level and a personal level.

Professor Lisa Bayliss-Pratt

Lisa was appointed as Director of Nursing at HEE in 2012 and in this role she is responsible for leading national policy, workforce planning, and multi-professional education and training commissioning for the non-medical healthcare workforce. Key achievements include establishing the Shape of Caring Review, development and piloting of pre-degree care experience for aspirant nurses and leading the ‘return to practice’ initiative. Lisa’s work also includes the creation of a three tiered dementia education and training framework which enabled HEE to achieve one of its Government Mandate requirements demonstrating that 100,000 NHS personnel had received dementia awareness training. Lisa also led the development of the ‘Fundamentals of Care’ certificate for support/care workers across health and social care in England.

Lisa has been awarded a number of Honorary Appointments including Honorary Professor of Inter-professional Education at the University of Wolverhampton, Honorary Visiting Professor at City University and Honorary Degree (Doctor of Business Administration) from the University of Coventry. She holds a Doctorate of Clinical Practice from the University of Southampton and a Postgraduate Certificate in Education from the University of Wolverhampton.
