The Ebola outbreak in West Africa has claimed thousands of lives. While the risk to people in the UK remains low, we need to remain vigilant. Pharmacy staff need to be prepared in case a patient who may have Ebola presents at the pharmacy.

Mini-biog: Dr Bruce Warner

Dr Bruce Warner is Deputy Chief Pharmaceutical Officer at NHS England, where he leads on medicines optimisation, aimed at improving quality, outcomes and value for patients and the public from their medicines. He also works on the Community Pharmacy strategic framework including the Community Pharmacy Call to Action and chairs the NHS England Controlled Drugs National Forum.

Bruce is seconded from his substantive post as Deputy Director of Patient Safety at NHS England. He is a nationally renowned credible expert in medication error who has presented nationally and internationally on the subject, published research papers and raised the profile of medication safety.

Prior to joining NHS England Bruce was an Associate Director of Patient Safety at the National Patient Safety Agency, the special health authority responsible for improving patient safety in England and Wales.

Bruce has worked for the majority of his career within the fields of pharmacy, medication and patient safety. For the first 18 years he built a solid pharmaceutical career gaining substantial expertise in community pharmacy at trust and practice level. In 2002 he moved to an academic career, and developed and ran a new MSc. distance learning course in Primary Care Pharmacy while teaching on the MSc Clinical Diploma, the BTech for Pharmacy Technicians and pharmacist and nurse supplementary prescribing courses.

From 2006 he has focused on medication and patient safety at a national and international level within the National Patient Safety Agency. Bruce’s expertise is backed up by his academic qualifications. He has an MSc in Community Pharmacy and a Doctor of Pharmacy degree.

At NHS England he is responsible for strategic and operational management of the Patient Safety domain, particularly focused on delivering advice and guidance and large-scale sustainable change in patient safety improvement within the NHS in England.

Tonight was an opportunity for the WePharmacists community to chat about Ebola and their role relating to it. We were really pleased to be joined by Dr Bruce Warner, Deputy Chief Pharmaceutical Officer at NHS England, who was on hand to answer questions and discuss how pharmacy teams can be best prepared in the event of a patient who may have Ebola presenting to them.


We knew that while the risk to people in the UK remains low, we still need to remain vigilant about the signs and symptoms of Ebola, particularly given the number of people who present at community pharmacies each day with symptoms matching those of the early stages of infection.

Participants felt that they could identify the signs and symptoms, and knew that travel to West Africa in the last 21 days was a key part of the differential diagnosis. Contacting 111 and not sending the patient away was widely understood as the most appropriate response, though there was some concern about how best to isolate a patient in a community pharmacy, how comfortable people would be doing this and the impact it could have.


Many had seen the short video from Dr Warner and displayed the official posters at their workplace, but there was also a feeling that momentum or interest had died down with the public as there have been so few UK cases. Part of the conversation was then dedicated to how then to balance the need to keep people vigilant but not cause panic or over-reaction in the general population. One suggestion was to target more resource to pharmacies in areas with known higher West African populations but it was recognised this would need careful consideration as it may either unfairly stigmatise these areas or make other areas less vigilant. 


Some really good points were also raised about how to best support healthcare colleagues in West Africa and it was felt there is still work to be done on co-ordinating efforts, or at least making these efforts visible. It was also suggested that pharmacy teams should be involved in the emergency exercises and test responses.


Overall pharmacy teams have already done a lot to be prepared for Ebola and have the knowledge and capability to appropriately manage a patient who may be infected if they present to them. There may be more work to do to keep the message in people’s minds but for now we’re still thinking Ebola.
